Ormanlar Üzerine İşbirliği Ortaklığı (CPF) Değerlendirme Toplantısı-22/23 Şubat 2023

Birleşmiş Milletler Ekonomik ve Sosal Konseyinin (ECOSOC) 2000/35 Sayılı Kararı ile 2000 yılı Ekim ayında Birleşmiş Milletler Orman Forumu (United Nations Forum on Forest-UNFF) kurulmuş ve bununla birlikte “Uluslararası Ormanlar Düzenlemesi” The International Arrangement on Forests (IAF) başlamıştır.

IAF temelde 5 bileşenden oluşmaktadır. Bunlar:

1-the UN Forum on Forests (UNFF) and its Member States, 2-the UNFF Secretariat, 3-the Collaborative Partnership on Forests (CPF), 4-the UNFF Global Forest Financing Facilitation Network (GFFFN), 5-and the UNFF Trust Fund.

2015 yılından itibaren her sene genelde mayıs aylarında New York’ta toplanmakta olan UNFF oturumlarında alınan kararlar ağırlıklı olarak ECOSOC, bazen de konunun önemine binaen BM Genel Kurulu tarafından onaylanarak yürürlüğe girmektedir.

Bir kısmı 2013, bir kısmı ise 2015 yılında düzenlenen UNFF11. Oturumunda son derece önemli kararlar alınmış ve kuruluş-görev tanımı yeniden düzenlenmiştir.

Bu rapor bilahere ECOSOC tarafından onaylanarak uygulamaya geçmiştir.

2015/33 Sayılı ECOSOC kararına göre “International Arrangement on Forests” un 2030 yılına kadar uzatılmasına karar verilmiş, bu çerçevede 2024 yılında “Ara Dönem”, 2030 yılında ise “Nihai Değerlendirme” yapılması ve bunlara göre 2030 sonrası için bir yol haritası belirlenmesi kararlaştırılmıştır.

2022 yılı mayıs ayında düzenlenen UNFF17. oturumunda ise 2015/33 sayılı ECOSOC kararının nasıl hayata geçirileceği kararlaştırılmış ve 2022/17 Sayılı ECOSOC kararı kabul edilmiştir.

2022/17 Sayılı ECOSOC kararına göre; 2024 ara değerlendirmeleri için Hükümetlerarası Uzmanlar Grubu kurulması, karar ekinde ise aşağıdaki 10 bölümde inceleme yapılması uygun görülmüştür.

United Nations strategic plan for forests 2017–2030

I. Actions related to the involvement of regional and subregional partners

J. Actions related to the involvement of major groups and other
relevant stakeholders

Bu 10 bölümden üçüncüsü olan “C. Actions related to the Collaborative Partnership on Forests” ile ilgili olarak 22-23 Şubat 2023 tarihlerinde Roma’da FAO Genel Merkezinde toplantı yapılacaktır.

CPF is an innovative voluntary interagency partnership on forests that was established in April 2001 in response to an invitation issued in the Resolution 2000/35 by the Economic and Social Council of the United Nations (ECOSOC) that established the International Arrangement on Forests and the United Nations Forum on Forests (UNFF). ECOSOC gave further guidance for CPF through its resolution 2015/33 by, inter alia, reaffirming the principles and defining the core functions of the CPF as a component of the International Arrangement on Forests.

The CPF endorsed its Strategic Vision towards 2030 at the meeting of CPF principals, on 27 January 2020, to provide strategic direction to the work of the Partnership, as well as a solid framework for its future workplans and activities until 2030.

The CPF Policy Document formalizes the working modalities, and develops procedures for its effective functioning and operation. The document outlines the mission, functions, membership, delivery mechanisms of the Partnership and contains the Rules of Procedure.
