Major Economies Forum on Energy and Climate Change (MEF)-Enerji ve İklim Değişikliği Büyük Ekonomiler Forumu

İklim değişikliği ile mücadelede ormanların rolü artıyor. 20 Nisan 2023 tarihinde düzenlenen “Enerji ve İklim Konusunda Büyük Ekonomiler Forumu” nda Avrupa Birliği ve Amerika Birleşik Devletleri “Sıfır Ormansızlaşma ve ormanların korunmasına” ya vurgu yaptı.

Enerji ve İklim Konusunda Büyük Ekonomiler Forumu 28 Mart 2009’da başlatıldı. MEF, başlıca gelişmiş ve gelişmekte olan ekonomiler arasında samimi bir diyaloğu kolaylaştırmayı, Aralık ayındaki BM iklim değişikliği konferansında başarılı bir sonuca ulaşmak için gerekli siyasi liderliği oluşturmaya yardımcı olmayı hedeflemektedir.

Toplantı sonunda iklim değişikliği ile mücadelenin aşağıdaki temel esaslar üzerinde inşa edileceğine dair mutabakat sağlandı:

1- Sıfır Emisyonlu Araçlar- Zero Emission Vehicles (ZEVs) 2- Karbonsuz Ulaşım- Decarbonizing Shipping 3- Ormansızlaşmaya Son- Ending Deforestation 4- Metan Emisyonlarını Azaltma-Reducing Methane Emissions 5- HFCleri azaltma- Phasing Down hydrofluorocarbon (HFC) 6- İyileştirilmiş Karbon Yönetimi- Advancing Carbon Management 7- İklim finansmanını güçlendirme- Scaling Up MDB Climate Finance.

Bu çerçevede ABD ve Avrupa Birliği “ormansızlaşmanın durdurulması için toplamda 2 milyar USD” fon desteği vereceklerini ifade ettiler.

Avrupa Komisyonu Başkanı Von der Leyen, AB’ nin “Ormanlar ve İklim Liderleri Ortaklığına- Forests and Climate Leaders’ Partnership-FCLP” katıldığını ve desteklerini sürdüreceğini belirtti.

Zamanın ABD Başkanı Obama’ nın başlattığı sürecin devamında 2009 yılında Danimarka’da düzenlenen BM İklim Değişikliği Çerçeve Sözleşmesi 15. Taraflar Konferansında (UNFCCC COP15) kurulan “Major Economies Forum on Energy and Climate Change” kısa adı ile MEF, Türkçe adı ile Enerji ve İklim Değişikliği Büyük Ekonomiler Forumu günümüz itibariyle 26 üyeye sahiptir.

Bunlar; Almanya, Arjantin, Avrupa Birliği, Avustralya, Birleşik Arap Emirlikleri, Amerika Birleşik Devletleri, Birleşik Krallık (İngiltere), Brezilya, Çin, Endonezya, Fransa, Güney Afrika, Güney Kore, Hindistan, Hindistan, İtalya, Japonya, Kanada, Meksika, Mısır, Nijerya, Norveç, Rusya, Suudi Arabistan, Şili ve Vietnam.

30 Kasım-12 Aralık 2023 tarihlerinde Birleşik Arap Emirliklerinin Dubai şehrinde düzenlenecek olan Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi 28. Taraflar Konferansına (UNFCCC COP28) hazırlık amacıyla 20 Nisan 2023 tarihinde ABD Başkanı Joe Biden’ in ev sahipliğinde online bir toplantı yapılmıştır.

Bu toplantıya dünya liderleri ile birlikte Türkiye Cumhuriyeti Cumhurbaşkanı Recep Tayyip Erdoğan da katılım sağlamıştır.

Ending Deforestation of the Amazon and Other Critical Forests

Ending forest loss, particularly in the tropics, is vital for limiting warming to 1.5 °C.  The Glasgow Leaders Declaration on Forests and Land Use calls for halting and reversing forest loss and land degradation by 2030.  The United States is taking decisive action to prevent deforestation at home and abroad, as called for in the President’s Executive Order on “Strengthening the Nation’s Forests, Communities, and Local Economies.”

Contributing to Brazil’s Amazon Fund 

Today, the President will announce that he will request $500 million over five years for the Amazon Fund and related activities in the context of Brazil’s renewed commitment to end deforestation by 2030. The President also will call on other leaders to pledge support to the Amazon Fund.

The U.S. Development Finance Corporation is also announcing today that it is working on a $50 million debt investment in BTG Pactual’s Restoration Strategy, which would help mobilize $1 billion to support the restoration of nearly 300,000 hectares of degraded lands in Brazil, Uruguay, and Chile.  Conservation International will serve as the impact advisor on the pathbreaking project, which will set aside half the restored lands for permanent protection, with the other half to be managed for sustainable forestry, generating an estimated 35 million tonnes of carbon sequestration over 15 years.

Marshalling Global Action to Stop Deforestation

The Forest and Climate Leaders’ Partnership (FCLP), which was launched at COP 27 and is co-led by the United States, aims to mobilize stronger action to end deforestation and to strengthen support from donor governments, philanthropy, the private sector, and multilateral finance institutions. To help protect other critical forest basins around the globe, President Biden will call on other leaders to join the United States in committing to work through the FCLP this year to coordinate and catalyze investment and support by COP 28 to advance implementation of ambitious forest, climate, and nature actions in forest countries.

To further advance the President’s commitments on combatting international deforestation associated with agriculture commodity production and the reduction of global deforestation, the U.S. government is working to identify potential approaches to address globally traded commodities associated with international deforestation as well as identify potential action to reduce global deforestation, as called for in the President’s Executive Order.

Leading at Home by Strengthening America’s Forests

America’s forests play a key role in achieving our domestic climate goals, absorbing carbon dioxide equivalent to more than 10% of U.S. annual greenhouse gas emissions.  To advance the President’s commitment to strengthening America’s forests, today the U.S. is announcing critical new steps to better manage our domestic forests for climate resilience, following the completion of a first-ever nationwide inventory of old and mature forests.
