2015 Sonrası Kalkınma Hedefleri G20 COP12 Ormanlar Çölleşme

Konunun Geçmişi

• 2000 yılında New York’ta BM Genel Merkezinde toplanan “Birleşmiş Milletler Binyıl Zirvesi” 149 Devlet ve Hükümet Başkanı katılmış ve burada Yüzyıla ait temel hedefleri, kriterleri içeren “Milenyum Deklarasyonu-http://www.un.org/en/ga/search/view_doc.asp?symbol=A/RES/55/2 ” kabul edilmiştir.
• Bunun devamında bu deklarasyonu temel alan “Binyıl Kalkınma Hedefleri” belirlenmiş ve BM Genel Sekreteri tarafından 2011 yılında BM Genel Kuruluna sunulmuştur. Bu hedeflere 2015 yılı sonuna kadar ulaşılması temel alınmıştır.
• Bu hedefler;
  1. Aşırı yoksulluğu ve açlığı ortadan kaldırmak
  2. Herkes için evrensel ilköğretim sağlamak
  3. Cinsiyet eşitliği ve kadının güçlendirilmesi
  4. Çocuk ölümlerini azaltmak
  5. Anne sağlığını iyileştirmek
  6. HIV/AIDS, sıtma ve diğer hastalıklarla mücadele
  7. Çevresel sürdürülebilirliği sağlama
  8. Kalkınma için küresel bir ortaklık kurmak şeklinde belirlenmiştir.
• Çölleşme veya geniş ifadesi ile “arazi bozulması” diğer çevresel konularla birlikte “çevresel sürdürülebilirliği sağlama” hedefi içinde yer almıştır.

2015 Sonrası Binyıl Kalkınma Hedefleri Çalışmaları

• 2015 sonrası kalkınma hedeflerinin belirlenmesi için çalışmalar devam etmektedir. Bunun için 2013 yılında BM çatısı altında “Open Working Group- Açık Katılımlı Çalışma Grubu” oluşturulmuştur. https://sustainabledevelopment.un.org/owg.html 2013 yılı Mart ayında çalışmalarına başlayan OWG birçok toplantı yapmış ve tavsiye kararlarını hazırlamıştır.
• Bu sürecin devamı olarak yine BM çatısı altında “Hükümetlerarası Müzakere Süreci-INTERGOVERNMENTAL NEGOTIATIONS ON THE POST-2015 DEVELOPMENT AGENDA” başlatılmış, bunun ilk toplantısı 2015 yılı Ocak ayında, İkincisi Şubat ayında, Üçüncüsü-http://www.iisd.ca/download/pdf/enb3216e.pdf ise 23-27 Mart 2015 tarihlerinde New York’ta yapılmıştır. Ülkemiz BM Daimi Temsilciliği kanalı ile sürece aktif şekilde katılım sağlamaktadır.
• 25-27 Eylül 2015 tarihlerinde yapılacak BM Genel Kurulu esnasında “2015 Sonrası Kalkınma Hedefleri” nin kabul edilmesi kararlaştırılmıştır.
• Hükümetlerarası Müzakere süreci “Open Working Group” tarafından hazırlanan tavsiye kararları üzerinde çalışmalarına devam etmektedir. Bu yüzden burada bu tavsiye kararları incelenmiştir.

 

 Açık Katılımlı Çalışma Grubunun SKH Tavsiyeleri

Bu grup tarafından 17 Hedef Belirlenmiş ve “Hükümetlerarası Müzakere” sürecine teslim edilmiştir. Bu hedefler aşağıda verilmektedir.

• Goal 1                 End poverty in all its forms everywhere
• Goal 2                 End hunger, achieve food security and improved nutrition and promotesustainable agriculture
• Goal 3                 Ensure healthy lives and promote well-being for all at all ages
• Goal 4                 Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all
• Goal 5                 Achieve gender equality and empower all women and girls
• Goal 6                 Ensure availability and sustainable management of water and sanitation for all
• Goal 7                 Ensure access to affordable, reliable, sustainable and modern energy for all
• Goal 8                 Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all
• Goal 9                 Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation
• Goal 10                 Reduce inequality within and among countries
• Goal 11                 Make cities and human settlements inclusive, safe, resilient and sustainable
• Goal 12                 Ensure sustainable consumption and production patterns
• Goal 13                 Take urgent action to combat climate change and its impacts*
• Goal 14                 Conserve and sustainably use the oceans, seas and marine resources for sustainable development
• Goal 15                 Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss
• Goal 16                 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels
• Goal 17                 Strengthen the means of implementation and revitalize the global partnership for sustainable development

Tavsiye edilen bu 17 Hedeften 15 Numaralı olanı; karasal ekosistemler, sürdürüdülebilir şekilde yönetilen ormanlar, çölleşme ile mücadele, arazi bozulmasının ve biyolojik çeşitlilik kaybının önlenmesi ile ilgilidir. Bunun detayları aşağıda verilmiştir.

Goal 15. Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss

• 1 by 2020 ensure conservation, restoration and sustainable use of terrestrial and inland freshwater ecosystems and their services, in particular forests, wetlands, mountains and drylands, in line with obligations under international agreements
• 2 by 2020, promote the implementation of sustainable management of all types of forests, halt deforestation, restore degraded forests, and increase afforestation and reforestation by x% globally
• 3 by 2020, combat desertification, and restore degraded land and soil, including land affected by desertification, drought and floods, and strive to achieve a land-degradation neutral world
• 4 by 2030 ensure the conservation of mountain ecosystems, including their biodiversity, to enhance their capacity to provide benefits which are essential for sustainable development
• 5 take urgent and significant action to reduce degradation of natural habitat, halt the loss of biodiversity, and by 2020 protect and prevent the extinction of threatened species
• 6 ensure fair and equitable sharing of the benefits arising from the utilization of genetic resources, and promote appropriate access to genetic resources
• 7 take urgent action to end poaching and trafficking of protected species of flora and fauna, and address both demand and supply of illegal wildlife products
• 8 by 2020 introduce measures to prevent the introduction and significantly reduce the impact of invasive alien species on land and water ecosystems, and control or eradicate the priority species
• 9 by 2020, integrate ecosystems and biodiversity values into national and local planning, development processes and poverty reduction strategies, and accounts
• a mobilize and significantly increase from all sources financial resources to conserve and sustainably use biodiversity and ecosystems
• b mobilize significantly resources from all sources and at all levels to finance sustainable forest management, and provide adequate incentives to developing countries to advance sustainable forest management, including for conservation and reforestation
• c enhance global support to efforts to combat poaching and trafficking of protected species, including by increasing the capacity of local communities to pursue sustainable livelihood opportunities

G20 ve UNCCD COP12

Türkiye bu sene diğer konferanslarla birlikte iki önemli konferansa ev sahipliği yapacak olup bunlar G20 ve UNCCD 12. Taraflar Konferansı olarak gösterilebilir.

Birleşmiş Milletler Kalkınma Hedeflerinde de yer alan “çölleşme ile mücadele” konusunun G20 gündeminde bulunması ve bununla ilgili bir karar alınması son derece önemli görülmektedir.  UNCCD COP12 esnasında “iş forumu” da düzenlenecek olması bunun için iyi bir fırsat olacaktır.
