UNFF19 Genel Programı-6/10 Mayıs 2024

UNFF19. Oturumu 6 Mayıs 2024 Pazartesi günü saat 10:00’da BM Genel Merkezi 4 Nolu toplantı salonunda başlayacak. Hazırlıkları paylaşmak için 4 Nisan 2024 tarihinde yapılan toplantıda Büro Başkanı Zéphyrin Maniratanga tarafından paylaşılan ve bilahare 10 Nisan 2024 tarihinde güncellenen bilgi notuna bakmakta fayda var.

Bu belgeyi de göz önünde bulundurarak aşağıdaki hususlara değinmek mümkün.

UNFF19 Registration, Accreditation/Kayıt:

Kayıtla ilgili bilgiler UNFF19 Information Note for Participants linkinde mevcut. Kayıt için son tarih 26 Nisan 2024 Cuma. İşlemlerin New York’taki Daimi Temsilcilikler tarafından yapılması gerekiyor.

UNFF19 Outcomes and Modalities/ UNFF19 Çıktıları ve İşleyişi:

UNFF19 karar alma, politika belirleme oturumu olacak. Bu kapsamda 9 Mayıs 2024 Perşembe günü Devlet ve Hükümet Başkanlarının/Bakanların da katılım sağlayacağı “High-Level Segment (HLS)” düzenlenecek. UNFF 19 çıktıları ise a) Üst Seviye Deklerasyon (HLS declaration) ve b) Geniş Kapsamlı Karar (The omnibus resolution-OR) olacak. OR ise iki önemli belgeyi kapsayacak. Bunlar UNFF kapsamında bugüne kadar yapılan çalışmaların değerlendirilmesi ve 2025-2028 yılları çalışma planı olacak. (The omnibus resolution will include decisions of the Forum on the midterm review of the International Arrangement on Forests, and the Forum’s quadrennial programme of work for 2025-2028.)

10 Nisan 2024 itibariyle HLS Deklarasyonu ve OR aşağıdaki gibi şekillendi.

UNFF19’da söz alma:

6 Mayıs 2024 Pazartesi Saat 11:00’e kadar açılış, görevlilerin yerlerini alması, gündemin kabülü ve açılış konuşmaları var. Burada söz almak isteyen ülke temsilcilerinin konuşmalar bittikten ve müzakereler açıldıktan sonra masalarda bulunan mikrofonlara basarak listeye yazılmaları gerekiyor. Ülke adına konuşacaklar için süre 3 dakika ile sınırlı. Talebin fazla olması durumunda iki dakikaya indirilecek. (There will be no pre-determined list of speakers for the joint general discussions, scheduled for Monday 6 May in the morning. Delegations who wish to speak should request the floor by pressing their microphone button at their respective seats) Pazartesi öğleden sonra, Salı ve Çarşamba günleri yapılacak müzakerelerde bir sınırlama getirilmedi.

9 Mayıs 2024 Perşembe günü yapılacak HLS Yuvarlak Masa Toplantısı ve HLS Dialogta (HLS Roundtable, and the HLS Dialogue) söz almak için önceden 12 Nisan-1 Mayıs 2024 tarihlerinde kayıt yaptırmak gerekiyor. (For the HLS Roundtable, and the HLS Dialogue on 9 May 2024, delegations are invited to express their interest in intervening in the Roundtable and the Dialogue through the e-Speakers module
on the e-deleGATE portal. These lists will be open for inscription from 12 April and will be closed on 1 May 2024)

UNFF19 organization of work- UNFF19 Çalışma Şekli

Belgenin güncel haline https://www.un.org/esa/forests/forum/index.html adresinden ulaşmak mümkün. Buna göre UNFF19 açılışı 6 Mayıs 2024 Pazartesi günü saat 10:00’da CR4’te başlayacak.

Açılışta gündemin kabulü, Başkan ve UNFF Direktörünün konuşmaları, Major Grup, Hindistan ve Kanadanın tanıtımları ve bir panel var. (The morning programme includes adoption of the agenda, and other organizational matters, opening remarks by the Chair, and UNFFS Director, introduction of UNFF19 official documents, brief report on the outcomes of the India Country-Led Initiative, and Major-Groups- Led Initiative, a short presentation on Forest Model Act Initiative, and finally a panel on: Valuing Forest Ecosystems in National Policy and Strategy. After that, there will be opportunity for joint general discussions during which delegations can make their general statements, interventions, and pose any question to the presenters and panelist. Item 1. Election of officers- E/CN.18/2024/1 ( In accordance with Council resolution 2000/35, by which the
Forum was established, the Bureau of the Forum shall consist of a Chair and four Vice-Chairs, one of whom shall also act as Rapporteur, in accordance with the principle of equitable geographical distribution. At the 1st meeting of its eighteenth session, on 13 May 2022, the Forum elected Zéphyrin Maniratanga (Burundi) as Chair, and Javad Momeni (Islamic Republic of Iran) and İsmail Belen (Türkiye) as Vice-Chairs of the Forum at its eighteenth and nineteenth sessions. At the 2nd meeting of its eighteenth session, on 8 May 2023, the Forum elected, by acclamation, Leticia Zamora Zumbado (Costa Rica) and, by secret ballot, Jaroslav Kubišta (Czechia) as Vice-Chairs of the eighteenth and nineteenth sessions. At the same meeting, the Forum appointed the Vice-Chair, İsmail Belen (Türkiye), to serve concurrently as Rapporteur of the eighteenth and nineteenth sessions.)

Bunları takiben 13:00-15:00 arasında öğle arası ve 13:15-14:30 arasında ise yan etkinlikler düzenlenecek.

6 Mayıs 2024 Pazartesi öğleden sonra 15:00-18:00 arasında aşağıdaki konular görüşülecek.

7 Mayıs 2024 Salı günü iki ayrı çalışma grubu oluşturularak müzakerelere devam edilecek.

4 Nolu toplantı salonunda toplanacak Birinci Çalışma Grubu (WG1) UNFF19 çıktılarından birisi olan “High Level Decleration” ı müzakere edecek. ( Group 1 (WG1) will develop the draft High Level Declaration (item 6) and will be co-chaired by Bureau Members Ms. Leticia Zamora Zumbado and Mr. Jaroslav Kubista)

İkinci çalışma grubu ise (WG2) ” diğer bir çıktı olan omnibus resolution” ı müzakere edecek. ( Working Group 2 (WG2) will work on the draft omnibus resolution (items 3, 5, 7) and will be led by AHEG co-chairs, MMs. Maureen Whelan, and Mr. Avhashoni Renny Madula.)

8 Mayıs 2024 Çarşamba günü öğleye kadar müzakereler devam edecek. Öğleden sonra 17:00-18:00 arasında Genel Kurulda (CR4) her iki grubun temsilcileri nihai hale getirdikleri belgeleri sunacak.

9 Mayıs 2024 Perşembe günü “HLS” var. 10:00-10:45 arasında açılış konuşmaları planlandı. 10:45-13:00 arasında “High Level Segment Roundtable on: “Forest-based solutions to the triple planetary crises: A
focus on people, science, technology, and finance” düzenlenecek.

9 Mayıs 2024 Perşembe günü saat 1:15-2:30 arasında “Special Event to be convened by First Ladies (TBC)” var.

9 Mayıs 2024 Perşembe günü öğleden sonra 3:00-5:30pm arasında iki adet etkinlik öngörüldü.
